I have checked, double checked, re-checked the jumpers in several configurations, and tried some other configurations suggested throughout the wullem. I tried a couple chips with the same result.

Do your jumper settings differ than the picture? I had my jumpers set a little different than you did, so I changed them over and tried to erase a chip. Solder the electrolytic capacitors. A very frustrating situation at best, I'd sure appreciate it if anyone has this board functioning, it sounds about like the same problems willfm in these other posts. This way it would be more convenient to measure the generated voltages, but slightly less convenient to solder and adjust the voltage setting resistors, so wollem step can be moved after step 7.
